Felix L Barsanti, Jr, age 92, of Tustin, CA, died on February 26th, 2002, at the La Veta Healthcare Center, Orange, CA. He had been in ill health for several months, but his passing was unexpected. He was a Life Member of the Association, joining in 1967. It is believed he entered the Army Air Corps prior to WW II. He was commissioned through the AAF OCS at Miami Beach, FL, in 1942 and completed Military Intelligence training in 1943. He served as a POW interrogator in North Africa; with Task Force 141 in Sicily; and 12th AF in the Mediterranean Theater; returning to the US at the end of WW II for CIC training at Fort Holabird, MD, in 1946-47. He served with the 441st CIC Det. at Nara and Kyoto, Japan, until OSI was established in FEAF. His subsequent OSI assignments were as follows: FEAF OSI District 5 (Jul 49 to Sep 50); District 8, Craig AFB, AL (Sep 50 – Aug 52; Washington CI Directorate (Sep 52 – Mar 56); District 46 (Jun 56 – Jul 60); District 19 (Aug 60 – Jun 62); District 61 (Jun 62 – Jan 64); OSI USAFE (Jan 64 – Feb 65); District 12 (Feb 65 – Jan 66). He retired from active duty January 1966. Following his retirement, he was employed for a period with North American Aviation as a Special Project Security Officer. He is survived by his wife, Eleanor, who may be reached at 13772 Palace Way, Tustin, CA 92680 Funeral services and interment were on March 5, 2002 in Santa Ana, CA.

Charles D. Burns, age 64, of Muskegon, MI, died in February 2000 of a heart attack, while wintering in Walton Beach, FL. He was not an Association member. Details of his military career are unknown; but he is reported to have served in OSI from about 1962 to 1977 at Det. 1204, St. Louis, MO; Kwangju, South Korea; DO 17, NM; DO 50, SVN; and DO 25, Detroit, MI. He was a graduate of Class 63-B, Basic Investigators Course.

T. Allan Burwell, age 77 of San Antonio, TX, died on February 20, 2002, of unreported causes. He was an Association member from 1984 to 2001. Full details of his military career are unknown. He was a World War II veteran and entered OSI in July 1951. His OSI assignments were: District 11, Tinker AFB, OK (Jul 1951 - Oct 1953); District 5, Wright-Patterson AFB, OH (Oct 1953 - Oct 1954); 7493rd SIW, Procurement Division, Wiesbaden, GE (Oct 1954 - Oct 1957). Reportedly, he retired in 1970 with 27 years of service. He is survived by his wife, Dona , who continues to reside at 8409 Corto Circle, San Antonio, TX 78239; a daughter, a son and one grandson. A memorial service was held in San Antonio followed by burial with full military honors at Fort Sam Houston National Cemetery.

Charles W. ‘Chuck’ Donahue, age 70, of Tallahassee, FL, died on January 15, 2002, at the VA Hospital, Tampa, FL, of pneumonia and intestinal problems. He had been an intermittent member of the Association since 1977 and was a current member at his death. Full details of his military career are not known. Association records indicate he was assigned to an AC&W unit at Finley, ND (1950 – 1951); ADC, Kansas City, MO (1951 – 1953); OSI District 18 (1953 – 1954); HQ OSI, Washington, DC (1958 – 1960); Basic Investigators Course, Class 60-C; OSI Dist 3, Philadelphia (PA) Det (Jan 1960 – Jan 1964); OSI Dist 45, South Korea (Jan 1964 – Jan 1965); OSI Dist 70, Wiesbaden, GE (Jan 65 – Jan 68); and HQ AFOSI, Washington, DC (Jan 1968 – 1972), when he retired from active duty. In civil life, he was an investigator for the Florida Attorney General, Tallahassee, FL, from 1972 to his retirement in 1984. Survivors include his wife, Greta, and three children. Condolences will reach Mrs. Greta Donahue at 2410 Rosemary Terrace, Tallahassee, FL 32303. Burial was in the National Cemetery, Bushnell, FL, with full military honors.

John R. McNeill, age 82, of Ogden, UT, died on January 17, 2002, at home of cancer. He had been an Association member since 1993. Details of his military career are unknown. A published obituary indicated he had served during World War II. Association records reflect he was a graduate of Class 50-H, Basic Investigators Course. His initial OSI assignment was at District 17, Kirtland AFB, NM (June 50 – 51); his last assignment was at District 4, Suitland, MD (June 1963) and he retired from active duty on June 30, 1963. The obituary indicated he worked in civil life at Hill AFB, UT, in criminal investigations retiring in 1975 Survivors include his wife, Lauraine, two children, two stepchildren and many grandchildren. Richard D. Miller, age 64, of Gloucester, VA, died on March 23, 2002 at home of unreported causes. He was not an Association member. Details of his military career are unknown. A published obituary indicated he enlisted in the USAF in 1956 and retired in 1982 from OSI. Reportedly, he served in the U. S., South Vietnam, Italy and Pakistan. It is known that he was a graduate of Class 69-D of the Basic Investigators Course.

John F. O’Connell, age 83, of Las Vegas, NV, died on February 27, 2002, at a Las Vegas hospital of unreported causes. He had been an Association member since 1968.
 Following graduation from college in 1940, he was drafted in July 1941 into the US Army. After basic training, he was assigned to the 79th Coast Artillery Regt (AA). Commissioned in the Quartermaster Corps in 1943, he attended Military Government School in 1944 and assigned to The Philippines awaiting the invasion of Japan. At the end of WW II, he was assigned to the 40th Military Government Co. in Seoul, Korea until 1947. He entered Case Western Reserve Law School in 1947, graduating in 1950 having obtained a regular commission while attending law school. Assigned to OSI, he graduated in Class 50-D of the Basic Investigators Course; and was assigned to OSI District 5, first as a Detachment Commander and later as the District Commander. In 1953, he was assigned as Executive Officer of FEAF OSI, and later as OSI District 46/CC. From 1956 to 1961, he was assigned to the Office of Legislative Liaison at HQ USAF. Returning to AFOSI, he had assignments as OSI District 11/CC; OSI District 70/CC; HQ AFOSI as Chief, Plans & Policy Div; and OSI District 18/CC. In 1968, he was assigned as OSI District 50/CC. Soon after his arrival in Saigon, the humid climate so aggravated a long-standing medical problem that he was hospitalized and was medically evacuated back to the US, where he was retired on permanent disability in August 1968. In civil life following his retirement until 1997, he was a law professor at various law schools in Southern California and Dean of Southern California School of Law. He authored a legal textbook Remedies in a Nutshell which is in its second edition and used in law schools in the US, Canada, and Europe. Survivors include his wife, Yvonne; five children by his late wife, Rosemary; 10 grandchildren; and one great-grandchild. Funeral services were on March 8, 2002 in Las Vegas, followed by interment at Southern Nevada Veterans Memorial Cemetery.

Michael H. Reilly, age 61, of Albany, NY, died on February 14, 2002 from amyotrophic lateralsclerosis. He was not an Association member. Details of his military career are unknown; however, he is reported to have served with OSI from about 1967 to 1981 at Det. 1204, St. Louis, MO; DO 43, Kadena AB, Okinawa; DO 19, Travis AFB, CA; and DO 71, Athens, Greece. He was a graduate of Class 67-C, Basic Investigtors Course.

John S. Samuel, Major General, USAF (Retired), age 88, of Roanoke, VA, died on April 1, 2002, at home. He had suffered from Parkinson's disease for the past eight years and had a stroke one month ago, losing much of his speech capability.
 He was the 5th Director of the Office of Special Investigations — serving from June 1963 to June 1964. He was an Honorary Member of the Association. He graduated from the USMA, West Point, in 1939 and commissioned a 2nd Lt. He entered flight training in 1939, graduating in 1940 at Randolph Field, TX. From 1940 to April 1943, he was a Flight Instructor and later Asst. Director of Training in the Primary Flying School at Randolph. Following B-26 transition training, he served in the European Theatre as Group Operations Officer and Deputy Commander, 391st Bomb Group, and Commander, 322nd Bomb Group, from 1943 to 1945, flying 72 combat missions. From 1946 to 1949, he was an instructor at the USMA. From 1949 to 1963, he served as a Base Commander, commanded the Air Force components of Joint Task Forces 7 and 8 for the Pacific nuclear tests, was a bomb wing commander, and commanded two Air Divisions. Following the OSI assignment, he served at SAC HQ, in OSD (R&E), and commanded the training centers at Lackland AFB and Lowry AFB. He retired on August 1, 1972 in the grade of Major General. He is survived by his wife, Bettie, his two sons David and Thomas (both graduates of The Air Force Academy), and three grandchildren.
